1. Pursuant to the provisions of reference fa), Petitioner, 4
Former enlisted member of the United States Navy, filed enclosure
(1) with this Board requesting, in effect, that his ,
characterization of discharge be changed from general to
honorable.

2. The Board, consisting of Mr. Chapman, Ms. White-Olson, and Mr.
Green reviewed Petitioner's allegations of error and injustice on
22 October 2014 and, pursuant to its regulations , determined that
the corrective action indicated below should be taken on the
available evidence of record. Documentary material considered by
the Board consisted of the enclosures, naval records, and
applicable statutes, regulations, and policies.

3. The Board, having reviewed all the facts of record pertaining
to Petitioner's allegations of error and injustice finds as
follows:

a. Before applying to this Board, Petitioner exhausted ali
administrative remedies available under existing law and
regulations within the Department of the Navy.

b. Petitioner enlisted in the Navy on 1 April 1977, and
served without any disciplinary incidents until 14 July 1978,
when he received nonjudicial punishment (NOP) for an unauthorized
absence (UA). O28 6 December 1978, Petitioner received a medical
evaluation for alcohol. abuse. His past indicated a history of
alcohol abuse and given 4 six week treatment program. After
treatment, Petitioner Was recommended for continued use of
antabuse for six months and to attend Alcohol Anonymous meetings.
